EMPLOYMENT OPPORTUNITY
MANAGER – INFORMATION AND COMMUNICATION TECHNOLOGY GRADE: NCC 3
Reporting to the Director, Finance and Administration, the job holder will plan,
manage and provide quality, reliable and modern ICT services that support the
operations of the Council and contribute to overall efficiency, productivity and
attainment of Council objectives
Main Duties:
I. Prepares the ICT annual work plan and budget and submits it to Director
Finance and Administration for approval; and once approved, monitors
subsequent implementation and expenditure.
II. Develops and implements an ICT Policy that provides a framework for
supporting the Council’s operations by producing enhancements to existing in-
house systems and supporting new systems.
III. Develops and/or sources ICT systems for the Council and installs and manages
hardware and equipment including routers, switches and hubs to meet Council needs.
IV. Configures new hardware or existing PCs for upgrades; and carries out repairs
on faulty PCs, printers, fax machines and all ICT equipment
V. Ensures proper installation, licensing and updating of software
VI. Troubleshoots, and resolves problems on the ICT systems operations, manages
and minimizes systems down-time and ensures smooth running of all ICT
systems.
VII. Administers and maintains end user accounts, permissions and access rights
VIII. Ensures that all ICT assets for the Council including information systems are highly secure and maintains confidentiality, integrity and availability
IX. Ensures that there is uninterruptible internet/e-mail service at all times
X. Manages the Council’s databases and ICT systems such as the Sage, Dove
Payroll, HR, procurement, stores, contractor and registration systems to ensure
reliable data, security, integrity, accuracy and confidentiality and
authorization levels.
XI. Manages anti-spam and anti-virus on the mail server; and researches and
troubleshoots e-mail problems by reviewing mail logs, records and network
configurations.
XII. Provides e-mail documentation, updates user manuals as necessary and
establishes and maintains user e-mail accounts
XIII. Maintains the Council’s website, generates and revises the web page and
uploads information onto the domain hosting service
XIV. Keeps a record of systems manuals for the local area network, data base and
mail server
XV. Provides telephone and desktop support to users to ensure optimum utilization
of installed software packages.
XVI. Trains end users on the use of new applications and ensures that all Council
staff are computer literate.
XVII. Supervises, coaches, motivates, develops and disciplines subordinates to
ensure corrective action and optimum performance
XVIII. Agrees monitors and reviews performance of subordinates to ensure that they meet their agreed performance objectives/targets and that appropriate and timely actions are taken arising from the performance reviews.
XIX. Prepares and submits ad hoc and periodic reports of the department’s
activities affairs/performance and related issues for Board and management
information and decision making.
Requirements:
Grade 12 School Certificate
BSc in Computer Science/Relevant Technical or Engineering Qualification
Masters (MSC/MBA) or other relevant Postgraduate Qualification
Certifications in Project Management (IT Project +, ITIL v4 or Prince 2) /IT
Governance (CGEIT, CISA, or CRISC) & Microsoft Technologies
Minimum 5 years in the ICT sector
Membership of the ICT Association of Zambia (ICTAZ) is a must
Required Competencies and Personal Attributes:
Experience in network administration, including set up, maintenance and
trouble shooting
Demonstrable Technical competence in ICT operations, Networks, Database
and Systems management
Good communication skills (both written and oral)
Knowledge of LAN and WAN technologies
Coaching and presentation skills
Good analytical skills
Good troubleshooting skills
Good understanding of Council’s business processes
Experience in Web design and maintenance
