The Ministry of Health (MoH) Cooperative Agreement supported by the U.S. Centers for Disease Control and Prevention (CDC) aims at supporting the strengthening of the Ministry’s capacity to provide leadership to the national HIV/AIDS response through coordination, policy development, mentorship and training. MoH seeks to recruit suitably qualified and experienced persons to be appointed to the under listed positions under this project.
Job Title: MoH/CDC CoAg Coordinator (01)
Reports to:  Director – Planning and Budgeting and CoAg Project Director.
Location:     Ministry of Health Headquarters, Lusaka, Zambia.

Job Purpose

To manage the Ministry of Health/Centres for Disease Control and Prevention (MoH/CDC) Cooperative Agreement (CoAg) in order to ensure compliance in accordance with signed agreements. To coordinate the CoAg programs and activities to achieve goals and objectives. This includes planning, implementation, governance and health systems improvements in order to increase the capacity of the Ministry of Health to provide comprehensive and sustainable HIV Prevention, Care and Treatment services across all continuum of care under the US President’s Emergency Plan for AIDS Relief (PEPFAR).

Responsibilities/Principal Accountabilities

• Supervises effectively, human, financial and other material resources to facilitate achievement of set objectives.
• Oversight and guidance of the development, approval and implementation as well as monitoring HIV/AIDS and TB related programs through effective modalities and partnerships, in line with the MoH Strategic Plan.
• Ensure that programme budgets and expenditure requests are developed annually. Undertake to follow up on all draw down requests which have been approved by the Permanent Secretary.
• Undertake focal point responsibilities between MOH and CDC regarding funds allocations, balances and tracking programme work plans.
• Ensure that Cooperative Agreement application for funding continuation is made. Produce quarterly, semi-annual and annual progress reports on time.
• Facilitate asset register updates of all of the CDC procured items.
• Carry out delegated duties effectively in order to ensure the attainment of MOH objectives in the Policy and Planning Unit.
• Effectively coordinates monitoring and evaluation of CoAg programs to demonstrate results.
• Coordinates all aspects of the application process, ensuring proposals are submitted in an accurate and timely manner, consistent with funder and institutional requirements.
• Ensure awarded projects / programs are properly managed within the budget and terms and conditions of the award.
• Understands and ensures compliance with regulatory requirements. Maintains expertise as regulations and policies change.
• Develops budgets for the CoAg and works with other members of the MoH Team to make certain budget fully reflects the specifics of the project and is compliant with the funder’s requirements.
• Ensure that all project procurements adhere to the GRZ/CoAg/USG requirements.
• Undertakes effectively and timely preparation of CoAg reports to facilitate planning, decision making and compliance.
• Manages effectively, the development of individual work plans and performance appraisals to monitor and evaluate performance.
• Verifying all payments in conformity with approved action plans, budgets and notice of awards (NOA).
• Perform other functions assigned to him/her by the supervisor.

Qualifications

• Full Grade Twelve (12) School Certificate with five (5) O’Levels including English, Mathematics and Science required.
• Bachelor’s Degree in Economics, Project Management, Finance, Public Administration, Development Studies and Public Health.
• Master’s Degree in the aforementioned programs is added advantage.

Experience and Skills

• More than five (5) years’ work experience in the field of coordination of programs, projects and/or grants management in public, non-governmental or international organisations. Knowledge gained at programme specialist level, a distinct advantage.
• Knowledge of HIV/AIDS and TB related programming is considered an added advantage as well as background in health-related work experience.
• Knowledge of GRZ and/or USG especially CDC financial/funding regulations and compliance guidelines.
• Excellent project management skills.
• Highly organised, flexible and adaptable to changing priorities and ability to work well under pressure and deadlines.
• Ability to work within a team and communicate effectively.
• Ability to establish and maintain effective working relationships with other staff and able to work under minimal supervision.
• Excellent analytical and numerical skills.
• Excellent knowledge of computer applications.
• Good report writing, oral communication and interpersonal skills.
• Able to work under pressure to meet specific deadlines.
• Must be mature and sober.
• Strong ethics, with an ability to manage confidential data
