The Higher Education Loans and Scholarships Board (HELSB) is a statutory body established by the Higher Education Loans and Scholarships Act No. 31 of 2016 to provide for the administration, granting, investment, payment and recovery of student loans; provide for the administration and granting of scholarships; facilitate 

the mobilisation of financial resources for loans and scholarships, and provide for

matters connected with or incidental to the foregoing.

HELSB is inviting competent, enthusiastic and qualified candidates to apply for the

following positions to be based in Lusaka, on permanent and pensionable terms:

4. Senior Investment Officer– 1 Position
a. Job Purpose
Reporting to the Fund Manager, the Senior Investment Officer’s responsibility
is to undertake development and implementation of investment strategies
and mechanisms in order to mobilize financial resources, increase coverage
and sustain the Higher Education Loans and Scholarships Board Fund.
b. Principal Accountabilities
 Undertake and supervise effectively, the formulation and review of
investment policies, regulations and guidelines in order to provide a
framework for prudent investment of funds;
 Undertake and supervise timely development and implementation of
investment strategies and mechanisms in order to mobilise financial
resources and ensure growth of the Fund;
 Undertake and supervise effectively the mobilisation of financial resources
in order to facilitate award of loans and increase access to higher education;
 Undertake and supervise effectively the management and administration
of the Fund in order to ensure accountability and sustainability of the
Fund;
 Undertake and supervise timely preparation and submission of investment reports in order to facilitate informed decision making;
 Undertake and supervise regularly the maintenance and updating of the
Investment Portfolio database in order to facilitate storage, retrieval and
processing of information;
 Undertake and supervise timely liaison, collaboration and linkages with
key stakeholders in order to increase the investment portfolio;
 Undertake and supervise timely monitoring and evaluation of unit
programs in order to assess their impact and facilitate the development
of appropriate interventions;
 Undertake and supervise timely development of work plans and
implementation of the Annual Performance Appraisal System (APAS) in
order to monitor, evaluate and enhance performance; and
 Supervise effectively, human, financial and other resources in order to
facilitate achievement of departmental objectives.
a. Qualifications and Experience
 Full Grade 12 Certificate.
 Bachelor’s Degree in Degree in Business Administration, Economics,
Statistics, Commerce, Accountancy, Full ACCA/CIMA or its equivalent.
 Minimum relevant pre-job experience 5 years of which 3 of which should
be at supervisory level.
c. Skills and Attributes
 Able to write technical and analytical reports.
 Able to communicate fluently in English.
 Should have: Integrity, Supervisory skills, Interpersonal and Analytical Skills.
