MONITORING AND EVALUATION OFFICER – ZDA5 (2 POSITIONS)
Lusaka, Zambia
Reporting to the Monitoring and Evaluation Specialist, the job holder will provide support in undertaking strategic plans and implementation of programmes/activities for the Agency. The job holder will also undertake monitoring and evaluation programmes/activities covering investments, exports, and enterprise development.

KEY RESPONSIBILITIES 
Create a database on ZDA and national investment and trade information system, showing various markets dynamics, and implications on development and on industry competitiveness in Zambia; Gather, analyse and disseminate ZDA programme information and their impact on the industry
Conduct statistical analysis on ZDA programmes and activities.
Ensure accurate, timely statistical data on country competitiveness factors against set targets
Develop databases of the effectiveness of ZDA programs
Act in a supportive role to evaluate the ZDA performance and monitor the planning and implementation of programs
Draft regular updates of progress made, identify potential bottlenecks and report these to the division manager for action
Publish flyers and leaflets on a quarterly basis showing projections of the effects of ZDA programs
Act as a link point for other research work in the department and manage their coordination
Conduct primary and secondary research and develop benchmarks on effective investment and trade development policy and strategies
Lead and/or participate in field evaluations or surveys as required for policy formulation and program development
Collaborate with technical teams, ministries and development partners to develop and/or align resource acquisition strategies and plans
Prepare and submit periodic and ad hoc reports of the department’s activities.
Perform any other duties as assigned by the supervisor from time to time.

QUALIFICATIONS | EXPERIENCE | SKILLS
Bachelor’s degree, in Economics 
One (1)  years experience in designing and implementing M and E systems
Experience in report writing for donor-funded programs, NGOs and/or public sector

Ability to prepare presentations
In-depth knowledge of government policies and programmes
Excellent analytical, communication and presentation skills
Demonstrable experience in report writing and statistical analysis
Proficiency in Statistical Software Packages i.e Stata, Eviews, SPSS, Excel, Nvivo etc
Ability to undertake complex analytical assignments
Good communication skills (both written and oral)
