The Zambia Compulsory Standards Agency (ZCSA) is a body corporate created by the
Compulsory Standards Act, Chapter 422 of the laws of Zambia whose mandate is to inter alia
administer, maintain, and ensure compliance with compulsory standards for purpose of public
safety and health, consumer and environmental protection.
The Zambia Compulsory Standards Agency wishes to invite suitably qualified and experienced
individuals to fill the vacant position of Senior Human Resource and Administration
Officer x1.

1. SENIOR HUMAN RESOURCE AND ADMINISTRATION OFFICER – ZCS 04 x1

A. KEY RESPONSIBILITIES

 Supervises effectively human resource management functions in order to enhance staff morale and optimise utilization of human resources.
 Supervises effectively human resource planning and forecasting in order to maintain an optimum number of staff.
 Supervises effectively the human resource development functions in order to facilitate staff development and enhance performance.
 Supervises effectively preparation of payroll inputs in order to facilitate payments of personal emoluments.
 Supervises effectively the interpretation of Terms and Conditions of Service in order to ensure compliance.
 Supervises effectively the maintenance of Human Resource Information System in order to facilitate storage and retrieval of information.
 Supervises effectively the development and implementation of staff welfare and wellness programmes in order to promote employee wellbeing.
 Supervises effectively provision of administrative and logistical support services in order to facilitate efficient and effective operations.
 Supervises effectively the development of work plans and implementation of the performance management system in order to monitor, evaluate and enhance performance.
 Supervises effectively human and other resources in order to facilitate attainment of set objectives.
 Undertakes any other duties as assigned

B. QUALIFICATIONS, EXPERIENCE AND PERSONAL ATTRIBUTES
 Full Grade 12 Certificate
 Bachelor’s Degree in Human Resource Management or its equivalent
 Member of the Zambia Institute of Human Resource Management
 Minimum 3 years prior job experience
 Able to write comprehensive reports
 Able to communicate effectively in English
 Computer Literate
 Supervisory
 Familiarity with Labour Laws
 Interpersonal
 Negotiation
 Confidentiality
 Integrity
 Analytical
