VACANCY ANNOUNCEMENT: CHIEF EXECUTIVE OFFICER (CEO)
The Zambia Tourism Agency (ZTA), the statutory body established under the Tourism and Hospitality Act Chapter 155 of the Laws of Zambia to market and promote Zambia as a tourist destination of choice and to regulate the tourism and hospitality industry is seeking a strategic, results-driven and ethically grounded leader to serve as its next Chief Executive Officer. Working in partnership with CV People Africa (CVPA), ZTA invites applications from suitably qualified and experienced individuals with the vision, commercial acumen and governance discipline required to grow tourist arrivals and earnings, strengthen financial sustainability, and build a well-governed, high-performing Agency.

A. JOB PURPOSE
To provide strategic and operational leadership to the Zambia Tourism Agency in fulfilment of its statutory mandate under the Tourism and Hospitality Act Chapter 155 of the Laws of Zambia, which is to market and promote Zambia as a tourist destination of choice and regulate the tourism and hospitality industry. Other responsibilities include driving the ZTA Strategic Plan, strengthening financial sustainability, and building a well-governed, high-performing Agency.

B. KEY RESPONSIBILITIES
The Chief Executive Officer will be expected to demonstrate the following core leadership competencies, aligned to ZTA’s vision, mission, values and the six pillars of its Strategic Plan:

1. Strategic Leadership and Visioning
Set clear strategic direction for ZTA, translating the Strategic Plan into an executable roadmap aligned to Vision 2030 and the Tourism Master Plan (2018-2038), and lead regular strategy reviews with the Board.

2. Stakeholder Engagement and Relationship Management
Build and sustain strong relationships with the Board, Government, the private sector and international bodies to advance ZTA’s mandate and strengthen stakeholder confidence.

3. Marketing, Brand and Commercial Acumen
Drive tourism marketing, branding and digital strategy to grow domestic, international and business tourist arrivals, and position Zambia competitively in target markets.
4. Financial Stewardship and Resource Mobilisation
Diversify and safeguard ZTA’s revenue base, mobilise cooperating-partner financing and public-private partnerships (PPPs), and ensure prudent, transparent financial management.

5. Regulatory Governance and Industry Standards Leadership
Ensure effective licensing, grading and regulation of the tourism and hospitality sector under the Tourism and Hospitality Act Chapter 155 of the Laws of Zambia.

6. Operational Excellence, Risk and Technology Leadership
Build an efficient, secure and technology-enabled Agency, underpinned by sound risk management, procurement practice and internal controls.

7. People Leadership and Organisational Capacity Building
Lead organisational restructuring and build ZTA’s human capital, culture and performance management to deliver the Strategic Plan.

8. Governance, Ethics and Change Leadership
Champion ZTA’s values and sound corporate governance, and lead change management in pursuit of the Agency’s strategic goals.

9. Project and Programme Management
Provide executive oversight of strategic projects and programmes, ensuring clear scope, governance, resource allocation, risk management, stakeholder coordination, timely delivery and measurable benefits aligned with ZTA’s Strategic Plan.

D. APPLICATION PROCESS
Full Form V/Grade 12 School Certificate.
Bachelors Degree and Master’s Degree, in Social Sciences, Business Administration, Commerce, Marketing, Tourism and Hospitality Management, or another field relevant to tourism. Academic and professional qualifications must be certified by ZAQA.
15 years’ relevant experience, with at least 6 at senior management level, preferably in tourism, hospitality, marketing or a related regulatory/statutory-body environment.
Demonstrated executive presence and strategic communication capability, with a proven ability to shape and articulate policy and organisational direction; advise and influence the Board and Government; present complex technical, commercial and regulatory matters with authority; and lead high-stakes negotiations and representation at Ministerial, diplomatic, investor, cooperating-partner and international fora.
Strategic and visionary leadership; financial and commercial acumen; stakeholder and relationship management; change management; computer literacy and digital/ICT awareness; analytical and negotiation skills; integrity; confidentiality; initiative; innovation and adaptability aligned to ZTA’s PACE values.
