The Higher Education Loans and Scholarships Board (HELSB) is a Statutory Body established by the Higher Education Loans and Scholarships Act Chapter 146 of the Laws of Zambia to provide for the administration of scholarships and the Loan Scheme.

HELSB is offering exciting opportunities to suitably qualified and competent individuals to join the organisation on a contractual basis under an ongoing ICT Project. Applications are invited from candi- dates who meet the qualifications and competencies for the following positions:

Database and Analytics Specialist – One (01) Position

  1. Job Purpose

To Provide specialised database administration and management support, to ensure data integrity, performance optimisation, successful project delivery, and knowledge transfer to internal staff.

  1. Contract Duration
  • Six (6) months.

 

  1. Principal Accountabilities
  • Administer, maintain, and support enterprise databases including MySQL, PostgreSQL, and Microsoft SQL Server.
  • Facilitate the availability, reliability, and security of database environments in order to support uninterrupted business operations.
  • Undertake timely review of database designs and recommend improvements in line with best practices and Institutional requirements.
  • Monitor and implement database optimisation and performance tuning initiatives in order to enhance system efficiency and responsiveness.
  • Undertake timely database migration, database merging, and cross-platform

migration activities.

  • Undertake data cleanup, validation, and transformation to ensure data accuracy and consistency.
  • Implement and maintain database security controls, backup and recovery procedures, and data integrity mechanisms to safeguard Institutional information

assets.

  • Troubleshoot and resolve database-related incidents, errors, and performance issues in a timely manner to minimize operational disruptions.
  • Collaborate with technical teams and vendors on system integrations and upgrades. Develop and implement technical documentation and conduct knowledge transfer sessions.
  • Monitor compliance with ICT governance frameworks, database management standards, and organisational policies to ensure effective data management and regulatory compliance.
  1. Qualifications and Experience
  • Bachelor’s Degree in Computer Science, Information Technology, Information Systems, Software Engineering, or its equivalent.
  • Minimum of five (5) years work experience in database administration and management.
  • Proficiency in MySQL, PostgreSQL, and Microsoft SQL Server.
  • Proven experience in government ICT systems, data migration, data cleanup, and data transformation projects.

  • Able to write technical and analytical reports
  • Ability to communicate effectively in English
  • Ability to work collaboratively with technical teams and vendors. 

Other Skills/Attributes: Tact and Diplomacy, Interpersonal and Analytical Skills, Computer literate, Integrity and Confidentiality.

  • Strong troubleshooting and problem-solving abilities.
