Zambia Medicines and Medical Supplies Agency (ZAMMSA) is a government Agency established
under the Zambia Medicines and Medical Supplies Agency Act No. 9 of 2019. ZAMMSA is charged with three (3) major responsibilities, which are:
To procure medicines and medical supplies
To store medicines and medical supplies and
To distribute medicines and medical supplies to all public health facilities in Zambia
In order to enhance our services, we are seeking to employ for the following position:
2. DIRECTOR – HUMAN RESOURCE AND ADMINISTRATION (x 01)
Grade: ZAMMSA 2
Main Job Purpose
To formulate, implement and maintain policies, systems, standards and procedures for effective
management of the Human Resource and Administration, Security, Maintenance, transport and Distribution functions that conform to prevailing laws and best management practices in order
to realize ZAMMSA’s set strategic objectives.
Main Responsibilities:
The main duties and responsibilities for this post are but not limited to the following:
1. Strategic Planning
Develops and implements the Directorate’s operational strategies in line with the
ZAMMSA strategic plan.
Provides strategic advice to the Director General on Human Resource and
Administration issues.
2. Policy Formulation
Formulates, develops, implements and reviews Human Resource and
administration, Security, Maintenance , and Transport policies/procedures in
conjunction with Functional Line Managers.
Advises Senior Management on Human Resource and Administration policies and
procedures including all other HR related issues and challenges.
Ensures that Labour laws are understood and correctly applied by management in
order to be compliant.
Contributes to the formulation of ZAMMSA corporate strategies, policies,
procedures, plans and budgets to drive the productivity agenda of the organization.
3. Employee Resourcing
Provides effective supervision to ensure that there is, effective staff selection,
recruitment, induction and retention of employees to enhance productivity.
Plans overall staff levels for ZAMMSA in order to facilitate smooth execution of
activities in the Agency.
Advises ZAMMSA management on best practices in resourcing methods and
procedures.
Ensures that demand and supply forecasts for staff requirements in terms of numbers, skills and competences are effectively done.
Co-ordinates staff promotion and succession plans in conjunction with Heads of Departments for continuity.
4. Employee Relations
Acts as custodian of the disciplinary and grievances procedures
Advises management on employee industrial relations and initiates effective
communication systems to ensure that a conducive working environment is created
5. Employee Compensation
Supervises the HR team to administers the reward system across the Agency to
attract and retain high performing employees
Prepares and monitors the human resources and administration budget for the execution
6. Training and Development
Develops a staff development plan for all ZAMMSA employees with a view to
bridging the skills gaps.
Ensures that performance management and development processes are applied and implemented to realise the strategic objectives.
Ensures that training and development activities in the Agency are properly
coordinated.
7. Health and Safety
Develops occupational health and safety systems including policies, procedures and
manuals
9. Change Management
Initiates and leads the implementation of departmental HR related change
programmes.
Ensures that action-oriented research in human resource issues and challenges are
undertaken.
10. Administration and Leadership
Oversees and supervises the Security, Maintenance, HR and Administration,
Transport functions and ensures that they operate effectively and efficiently .
Oversees the repair and maintenance of ZAMMSA properties ensuring that these
are done in a timely and cost effective manner.
Ensures observance of good Corporate Governance practices;
Initiates Agency policies that are responsive to changes in the environment and in
conformance with the laws of Zambia
Coordinates the timely and effective Implements Board policy decisions.
Effectively leads by demonstrating exemplary leadership behavior, through
personal involvement, commitment and dedication in support of organizational
values.
Drives a culture that guides and directs best practice, fostering an environment of
continuous learning, improvement and cohesiveness.
Executes effective workforce planning practices to ensure that staffing
requirements are accurately forecasted.
Creates a positive work climate and culture to energize employees, give meaning to work, minimize work disruption and maximize employee productivity.
12. Performance Management
Develops, reviews and implements performance improvement mechanisms for the
organization.
Monitors and reviews performance of subordinates to ensure that they meet their performance objectives.
12. Staff Development
Provides counsel, coaches and develops staff in order to achieve set objectives.
Enables a learning and growth culture whereby information regarding successes,
issues, trends and ideas are actively shared between team members.

MINIMUM QUALIFICATIONS
Full Grade 12 School Certificate
Bachelor of Science in Human Resource Management
Minimum of 8 years relevant work experience at Management Level in HR and administration functions
Master’s Degree in Human Resource Management will be an added advantage
A full member of Zambia Institute of Human Resource Management
