Zambia Medicines and Medical Supplies Agency (ZAMMSA) is a government Agency established
under the Zambia Medicines and Medical Supplies Agency Act No. 9 of 2019. ZAMMSA is
charged with three (3) major responsibilities, which are:
 To procure medicines and medical supplies
 To store medicines and medical supplies and
 To distribute medicines and medical supplies to all public health facilities in Zambia
In order to enhance our services, we are seeking to employ for the following position:
1. DIRECTOR OPERATIONS (x 01)
Grade: ZAMMSA 2

Main Job Purpose
To effectively and efficiently coordinate and oversee the operations of the Customer Service Centre,
Inventory Management, and Warehousing functions at ZAMMSA, including all regional Hubs.

Main Responsibilities:
The main duties and responsibilities for this post are but not limited to the following:
1. Strategic Planning
 Develops and implements the Directorate’s operational strategies in line with the
ZAMMSA strategic plan.
 Provides strategic advice to the Director General on ZAMMSA logistics matters to
ensure that the Agency meets the current and future expectations of the key
stakeholders.

2. Logistics Administration
 Oversees the warehousing, distribution and transportation of ZAMMSA Health
commodities, Medical supplies and equipment
 Directs and provides oversight in inbound and outbound logistics operations such as
receiving, transportation, customer service and warehouse activities;
 Ensures the design and implementation of interventions aimed at achieving a stock
accuracy in excess of 99.5% by volume and value are done
 Directs and controls all procedures in compliance with Standard Operating Procedures
 Ensures all SOP’s are reviewed on a regular basis and up to date at all times
 Ensures continuous improvement in all facets of management and operating processes
 Takes leadership in developing a comprehensive systemic warehouse management
process and ensures that all procedures are controlled within the Warehouse
Management System
 Ensures that all members of staff are following appropriate SOP’s and ensure adequate
interventions are in place to support this objective

 Plays the leading role in the design and development of operations performance
measurement including identification and monitoring of KPIs
 Designs and reviews models for use in evaluating logistics operations
 Ensures the existence, maintenance, and functioning of an adequate system of internal
controls in all functional areas of the directorate
 Participates in key meetings internally and externally
 Provides oversight in the design and implementation of the ZAMMSA Distribution
Schedule;
 Identifies, customizes and implements initiatives that are aimed at improving the
performance of the warehouse, CSC, and receiving operations;
 Evaluates and reviews the Agency’s logistics operations, business practices, updates
and develops process documentation and eliminate non-value adding activities;
 Drives and facilitates activities that improve coordination within the logistics
directorate and other directorates throughout the organization

3. Financial Resource Management
 Coordinates the development of the Directorate’s annual operating plans and budgets
and ensures that the Directorate operates within the confines of the approved budget.
 Ensures successful implementation of the annual operating plans and budgets;
 Oversees all the ZAMMSA’s logistics performance and innovations.

4. Leadership
 Provides strategic guidance on logistics to Ministry of Health, cooperating partners and
other stakeholders taking into account the desired changes on the ground for improved
customer service.
 Provides leadership in development and implementation of specific policies and
procedures for enhance effectiveness and efficiency
 Promotes and maintains a positive work climate and culture to motivate employees,
make the working environment exciting, minimize down time and maximize employee
productivity
 Reviews reported operational challenges, and facilitates the determination of
appropriate solutions rendering the Agency to be a learning organization.

5. Corporate Governance
 Promotes good Corporate Governance practices in the Directorate
 Initiates logistics and supply chain policies that are responsive to changes in the
environment
 Monitors and implements relevant policies and management decisions

6. Stakeholders and general public

 On delegation by Director General represents the Agency at some stakeholder forums

and in matters relating to ZAMMSA logistics.
 Interacts with GRZ, Cooperating partners and the public at large in a manner that
enhances good corporate image.

SKILLS REQUIRED:
 Knowledge of National Supply Chain Systems

 Good Computer Skills in MS Office word, excel, outlook and PowerPoint

MINIMUM QUALIFICATIONS AND EXPERIENCE
 Grade 12 Certificate
 Bachelor’s degree in Public health, Pharmacy, Laboratory Services, Supply Chain
Management or a related field
 Master’s Degree in Supply Chain Management will be an added advantage.
 Minimum 8 years’ experience at senior management level.
