Zambia Medicines and Medical Supplies Agency (ZAMMSA) is a government Agency established

under the Zambia Medicines and Medical Supplies Agency Act No. 9 of 2019. ZAMMSA is charged with three (3) major responsibilities, which are:

▪ To procure medicines and medical supplies

▪ To store medicines and medical supplies and

▪ To distribute medicines and medical supplies to all public health facilities in Zambia

To enhance our services, we are seeking to employ for the following positions:

 2. DIRECTOR PROCUREMENT (x 01)

Grade: ZAMMSA 2

Main Job Purpose

To provide strategic leadership to ZAMMSA’s procurement function for efficient and effective procurement of general goods, and Medicines and Medical Supplies.

Main Responsibilities:

The main duties and responsibilities for this post are but not limited to the following:

1. Strategic Planning and Budgeting 

• Develops and implements directorate Annual Work Plan and budget

• Complies with the approved policy of budgeting regarding the deadlines and the management of the budgeting process

• Consolidates the data for budget presentation and provides an overview of the financial status of all the operations in the directorate

▪ Actively participates in the development and execution of the Agency’s business strategies in order to attain the corporate goals;

▪ Provides strategic advice to the Director Generals that they have an accurate view of the environment and the Agency’s future;

▪ Prepares and implements comprehensive business plans to facilitate achievement through

cost-effective operations and business development activities;

2. Procurement Operations

• Administers all procurement operations to ensure timely acquisition of goods, works and services in an efficient and effective manner to promote value for money and ensure transparency and accountability in the procurement process;

• Responsible for preparation of tender documents, evaluation of tenders and timely submission of papers to the Management Tender Committee;

• Administers all Secretarial functions of the Management Tender Committee through preparation of notices, agenda and taking minutes of the meeting proceedings; ·

• Responsible for the preparation of monthly and quarterly reports for Management decisions;

• Oversees the preparation of contract documents and management of contracts;

• Attends to audit queries concerning procurement and stock operations; ·

• Directs and control the activities of the stores functions to ensure economic storage and distribution of all goods received on behalf of the ZAMMSA;

• Scrutinizes and approves all stores reports such as stock reconciliation report, weekly status reports, stock take reports and Systems Generated Queries Reports to ensure accountability in the operations of the stores functions;

• Administers stores designs and elimination of redundant stock in order to ensure

efficiency and economic operation of stores;

• Promotes value for money in the acquisition of goods and services by benchmarking

against good world class procurement practices; ·

• Responsible for the preparation of tender documents for goods, services and works;

• Administers hotel bookings and conferencing for members of staff and make arrangements for all local and international travels for staff ·as approved;

• Responsible for the supervision of the procurement staff; ·

• Responsible for assessing training needs for staff in procurement and recommend for appropriate training; ·

3. Procurement and Supplies Management

• Works closely with the Ministry of Health and other stakeholders to lead in planning and administration of procurement of essential medicines and medical supplies for all strategic treatment programmes in the public health sector.

• Provides feedback to end users on requested procurements.

• Formulates and implement procurement policies, procedures and best practices

• Complies with the provisions of Public Procurement Act and Regulations

• Monitors placed Orders

• Guides management on all procurement issues

• Manages contracts and suppliers performance appraisal

• Provides monthly feedback to management on all procurements undertaken.

4. Financial Resource Management

• Coordinates the development of annual operating plans and budgets for approval and prudently manages the availed resources within budget guidelines;

• Ensures implementation of the annual operating plans and budgets for the directorate;

5. Leadership

• Supervises subordinates in the directorate to ensure all its deliverables are being accomplished.

• Effectively leads by demonstrating exemplary leadership behavior, through personal involvement, commitment and dedication in support of organizational values.

• Drives a culture that guides and directs best practice, fostering an environment of continuous learning, improvement and cohesiveness.

• Executes effective workforce planning practices to ensure that staffing requirements are accurately forecasted.

• Creates a positive work climate and culture to energize employees, give meaning to work,

minimize work disruption and maximize employee productivity.

6. Performance Management

• Monitors and reviews performance of subordinates to ensure that they meet their performance objectives.

7. Staff Development

• Provides counsel, coaches and develops staff in order to achieve set objectives.

• Enables a learning and growth culture whereby information regarding successes, issues,

trends and ideas are actively shared between team members.

MINIMUM QUALIFICATION AND EXPERIENCE

• Grade 12 Certificate

• Bachelor of Purchasing & Supply, CIPS Level 6

• A relevant master’s degree will be an Added advantage.

• A Qualification in Pharmacy will be an added advantage.

• Minimum of 8 years’ relevant work experience
