Background
The Energy Regulation Board (ERB) is a statutory body created by the Energy Regulation Act
No. 12 of 2019 to regulate Zambia’s energy sector. The ERB is looking to hire a qualified and
experienced Zambian national to fill the position of Engineer Renewable Energy to be
based at its Head Office in Lusaka.
Job Purpose
To plan and undertake monitoring and enforcement of approved standards and regulations in
the renewable energy sub-sector in accordance with the Energy Regulation Act.
Main Duties and Responsibilities
• Implement the workplan for renewable energy installations in the country to ensure
that they meet required standards.
• Develop standards to ensure technical specifications and other criteria are designed
for consistent use by players in the renewable energy sub-sector.
• Carry out technical inspections of renewable energy facilities to ensure adherence to
prescribed technical standards and regulations.
• Implement planned and ad hoc compliance inspections of renewable energy
installations to ensure adherence to prescribed product quality, safety, environmental
and technical standards.
• Conduct on-the-spot investigations in the event of accidents and prepare reports with
recommendations for remedial action.
• Review and conduct environmental impact assessments for projects in the renewable
energy sector.
• Monitor the performance of renewable energy generation plants
• Design, maintain and update databases for undertakings in the renewable energy subsector to support regulation, compliance monitoring, performance analysis and policy
decisions.
• Prepare inspection, weekly and monthly reports for submission to management.
• Advise management on infrastructure developments in the renewable energy subsector and propose amendments to standards and regulations.
• Provide technical advice to ERB departments and sections on renewable energy
matters, including tariff, licence and guideline reviews.
• Perform any other duties as may be assigned by the supervisor from time to time.
Required Skills
• Technical and Regulatory Knowledge: Ability to interpret and apply relevant
Acts, standards and regulations governing the renewable energy sub-sector.
• Inspection and Compliance Skills: Ability to conduct technical, environmental and
compliance inspections and prepare sound recommendations.
• Analytical Skills: Ability to review and analyse major renewable energy
infrastructure developments and sector performance trends.
• Report Writing Skills: Ability to prepare technical guidelines, inspection reports,
audit reports, and weekly and monthly management reports.
• Database Management Skills: Ability to design, maintain and update databases for
regulatory, compliance and policy decision-making purposes.
• Communication Skills: Ability to explain technical terminology clearly to internal
and external stakeholders.
• Stakeholder Engagement: Ability to engage licensees, government agencies,
standards bodies, environmental agencies and other sector stakeholders
professionally.
• Courtesy and Professionalism: Ability to interact courteously and professionally
in carrying out regulatory duties.
Minimum Qualifications
• Grade 12 Certificate with five (5) credits or better or equivalent.
•Degree in Chemical Engineering, Mechanical Engineering, Physics, Electrical/Electronics
Engineering or other relevant engineering field.
• Member of the Engineering Institution of Zambia (EIZ).
• A minimum of five (5) years’ working experience in renewable energy, electricity, petroleum
subsectors or regulation.
• Verification of all qualifications by ZAQA is required
