REGISTRAR/CEO
The Zambia Institute of Public Relations and Communication (ZIPRC) formerly
Zambia Public Relations Association (ZAPRA) is a professional body enacted by
Act No. 11 of 2022 to among other functions; regulate Public Relations (PR) and
communication professionals and provide for the registration of PR and
communication professionals.
The Registrar who is also the Chief Executive Officer (CEO) of ZIPRC reports to
the ZIPRC Council and is responsible for providing overall leadership to the
Secretariat in order to execute the statutory functions of ZIPRC. The functions
of ZIPRC include promoting the PR and Communication profession, registering
and regulating Public Relations (PR) and communication professionals and
agencies in accordance with the ZIPRC Act and Constitution, among others.
As the CEO of the Institute, the Registrar, therefore, oversees all operations,
functions, and activities of the Secretariat.

JOB OBJECTIVE:
To manage Secretariat operations and implement the Institute’s Strategic Plan,
policies, procedures, and activities to achieve the goals and objectives of the
Institute.

KEY RESPONSIBILITIES:
The key responsibilities of the Registrar shall be to:
1. Implement the ZIPRC strategies, policies, and procedures in order to
attain the Institute’s mandate.
2. Ensure compliance with the highest standards of regulatory and business
conduct and compliance practices as defined by ZIPRC, to meet the
expectations of internal and external stakeholders.
3. Ensure that PR and communication professionals and agencies or
organisations register in accordance with the ZIPRC No. 11 of 22 and its
subsidiary legislation and take necessary actions where there is a lack of
compliance.
4. Make recommendations to the Council to licence and revoke licences
for PR and communication professionals and agencies in accordance
with the ZIPRC No. 11 of 22 and its subsidiary legislation.
5. Conduct research and analyses of ZIPRC operational effectiveness,
processes, stakeholder engagements, and collaborations, among other
assignments.

6. Plan, implement and manage projects and other Council decisions and
recommendations.
7. Plan and develop annual budgets and implement control measures to
ensure the prudent application of the Institute’s resources.
8. Undertake resource planning and mobilization in order to sustain the
operations of the Institute.
9. Report and provide pertinent advice to the ZIPRC Council on the
performance of the Institute.
10.Provide overall financial management of the Association to ensure that
targets are met.
11. Facilitate preparation of reports for both internal and external
consumption among them, financial statements, and annual reports.
12.Provide leadership to the staff of the Institute by developing a conducive
work culture, work ethics, and sound corporate governance in the
Institute.
13.Provide effective strategic communication in order to engage all key
stakeholders, CEOs and other executives to raise the profile of ZIPRC.
14.Raise awareness regarding the mandate and functions of the Institute
among members and its stakeholders.
15.Prepare necessary reports for the Annual General Meeting (AGM) and
ensure that corporate governance is practiced.
16. Facilitate/coordinate business-facing fora, AGM, and all functions of the
Institute and involve the relevant Council Committees.
17.Participate in PR fora on behalf of the Institute to further the
accomplishment of the goals of the Institute.
18.Serve as Secretary of the Council and Committees of the Council.
19.Cultivate and nurture good relations with the Government of the
Republic of Zambia, stakeholders, regional and international bodies and
institutions to foster cooperation and goodwill necessary for the success
of ZIPRC.
20.Ensure adequate capacity is put in place and implement business
ventures and activities that will bring maximum revenue and other
benefits to the Institute.

EDUCATION SKILLS AND EXPERIENCE
i. Full Grade 12 Certificate.
ii. Bachelor’s degree in PR, Mass Communication, Journalism,
Communication for Development or communication-related studies.
iii. Master’s degree in PR, Mass Communication, Journalism,
Communication for Development or communication-related studies will
be added advantage.
iv. A fully paid-up member of ZIPRC in good standing.
v. Minimum of five (05) years’ experience at senior management or PR
consulting.
vi. In-depth knowledge and understanding of PR practice in Zambia and globally.

vii. Excellent communication and interpersonal skills, including cutting-edge
knowledge in new/social media.
viii.Strong organizational and planning skills.
ix. Strong planning, organisational and project management skills.
x. Strong leadership skills.
xi. Strong Information and Communication Technology (ICTs) skills.
xii. Demonstrate leadership and people management skills.
xiii. Capacity to meet corporate objectives.
