ZAMBIA ENVIRONMENTAL MANAGEMENT AGENCY
The Zambia Environmental Management Agency’s (ZEMA) mandate is drawn from the Environmental Management Act (EMA) No.12 of 2011. ZEMA plays a regulatory, advisory, consultative, monitoring, co-ordination and information dissemination role on all environmental issues in Zambia.
Being an equal opportunity employer, ZEMA is in the process of filling its staff
establishment in the Inspectorate department and is therefore looking for competent and experienced persons to fill the positions below:
1. POSITION – SENIOR INSPECTOR PESTICIDES AND TOXIC SUBSTANCES (01) LUSAKA,
reporting to the Principal Inspector.
JOB PURPOSE
To plan, organise, coordinate and provide supervision for Operations Department with respect to Pesticides and Toxic Substances in order to safeguard human health and the environment through
effective environmental management for present and future generations
QUALIFICATIONS
Grade 12 school certificate or its equivalent
A relevant Engineering or Natural Science or Natural Resource Degree (BSc Chemical Engineering, BSc
Chemistry, BSC Agriculture Science) or its equivalent from a recognized university. An additional postgraduate qualification in chemicals management related field will be an added advantage. Must be
computer literate.
CANDIDATE PROFILE
The candidate must be a Zambian who is a self-starter, goal-oriented person with demonstrated ability to perform to the highest level, with minimum supervision. The candidate must have the ability to
communicate effectively both orally and in writing and possess excellent interpersonal skills and high ethical standards.
Other attributes: Confidentiality, Integrity, Influence and willingness to work long and awkward hours
occasionally.
DUTIES
Main duties include:
• Draw and conduct annual programmes for licensing for facilities directly under ownership and to increase the client base.
• Draw and conduct annual programmes for compliance monitoring based on regulations, license conditions, Decision Letter conditions and commitments made in project documents such as EMPS.
• Coordinate, supervise and conduct the review of Pesticides and Toxic Substance dossiers.
• Coordinate, supervise and prepare documents for the Chemical Safety Committee.
• Attend technical meetings related to sound management of chemicals, write timely reports and liaise with the Principal Inspector to ensure that resolutions from such meetings are implemented.
• Collect, manage, analyse and store data to create a database for information on pesticides and toxic substances to be used in decision making by Management.
• Ensure timely preparation and submission of acceptable field, monthly, quarterly and annual inspectorate reports and any other reports required by Management.
• Coordinate, supervise and conduct investigations in environmental incidences related to pesticides and toxic substances, to determine cause and take corrective measures.
• Plan and participate in annual auditing of facilities directly under ownership in the Zone.
• Ensure that statutory returns are submitted on time by clients and analysed for decision making
• Conduct Inspectorate activities vis-à-vis inspections, licensing, report reviews, audits and provide technical service, promote discipline, training, as directed by Superiors.
• Provide management and administrative support functions related to the Inspectorate including assistance in the preparation of annual budgets, equipment purchase, vehicle usage, tracking
expenditure of performed activities in accordance with the approved budget and any other duties assigned by Superiors
• Develop and prepare recommendations for improvements of regulations, standards and guidelines.
• Plan, create and maintain an inventory of clients in the zone and conduct activities to promote the corporate image of the Agency and contribute to maximisation of income generation through expanding
of clientele.
• Plan, prepare and implement effective methods of response to emergencies/complaints in order to protect and mitigate against environmental damage.
• Advise in the domestication of international conventions and ensure timely reporting of expected outputs.
• Manage specific project activities related to sound management of chemicals in line with set time frames & outputs and submit reports timely.
WORK EXPERIENCE
4 years relevant experience.
