JOB PURPOSE
Support monitoring and evaluation activities within a country of field office, ensuring that WFP programmes generate quality evidence on the outcomes and effects of WFP’s food assistance activities on the lives of beneficiaries with which to inform operational decision making and strategic reorientation.
KEY ACCOUNTABILITIES (not all-inclusive)
Provide leadership in the implementation of the Farm to Market Alliance Plan and collection and reporting of data as required by the donor and management staff, including ensuring that the system is reporting on required disaggregated data, and gender sensitive indicators.
Lead the development and maintenance of M&E operational manuals to ensure quality data collection and management for results
Inform the Senior Management Team (including Program Manager) monthly on progress against a subset of agreed upon target indicators, and make recommendations as needed to maximize achievement of outcomes and impact.
Periodically review and update quality assurance procedures, and re-train staff on best practices.
Participate in meetings on M&E, and with other relevant stakeholders to maintain awareness of industry best practices and emerging information.

Contribute to the development and deployment of a comprehensive M&E in alignment
with the overall Research Management Framework.
Support efficient and effective project implementation through the provision of systematic and timely information on implementation progress, including preliminary and intermediate outcomes.
Ensure appropriate documentation of the project implementation process and progress.
Provide insights and suggestions to the technical team as required to ensure project milestones are met.
Contribute to the formulation of annual work plans.
STANDARD MINIMUM QUALIFICATIONS
Education: University degree in one or more of the following disciplines: economics, agriculture, business administration, or a field relevant to agricultural value chain management. An advanced degree in the relevant field is a plus
Experience: At least five years of experience in agribusiness, either in private sector enterprises or in non-profit value chain related projects, with a strong exposure to the private sector.
Language: Fluency (oral and written) in English.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
• Cultivated sustainable relationships with local NGOs, government authorities, and other implementation partners.
• Has research experience using variety of analytical tools and methods for causality analysis, forecasting, and other data modeling needs.
• Performed monitoring, evaluations and assessments at multiple field locations.
OTHER SPECIFIC JOB REQUIREMENTS
Demonstrated knowledge of agricultural economics; field level experience with smallholders and pro-smallholder SMEs.
Demonstrated ability to manage databases and attention to detail; experience in managing M&E systems and processes, and ability to produce high quality reports. Experience using data analysis tools (such as SPSS) are a plus.
Ability to work independently, establish priorities and monitor own work plan with minimum supervision in close coordination with the geographically diversified FtMA team.
Ability to work in a team and establish effective working relations with results-oriented private sector partners as well as internal WFP clients.
Solid operational skills including problem solving and project management skills, including ability to work and deliver projects proactively and under pressure.
Good analytical skills; resourcefulness, initiative, maturity of judgment, tact, and negotiating skills.
Ability to communicate clearly both orally and in writing.
Ability to frequently travel within the country.
