Job Title: Stock Monitoring Officer

Reports To: Manager National Petroleum Stock Management System
Background
The Energy Regulation Board (ERB) is a statutory body created by the Energy Regulation Act No. 12 of 2019 to regulate Zambia’s energy sector. Following the partial restructuring of the ERB and establishment of the National Petroleum Stock Management System Unit, the ERB is looking to hire qualified and experienced Zambian nationals to fill two (2) positions of Stock Monitoring Officer based at its Head Office in Lusaka.
Job Purpose
To monitor, verify and analyse petroleum stock and movement information through the National Petroleum Stock Management System in order to provide real-time visibility of national fuel stocks, support compliance management and inform regulatory decision-making.
Main Duties and Responsibilities
The main responsibilities for this role include:
• Monitor petroleum stock levels at terminals, depots and other designated facilities to determine national fuel availability and security of supply.
• Collect, validate and maintain accurate petroleum stock and movement data in the National Petroleum Stock Management System.
• Verify fuel stock data and related transactions to identify discrepancies, diversion, fraud or unrecorded exports.
• Track local and transit movements of petroleum products and promptly report irregular or non-compliant transactions.
• Reconcile electronic stock records with returns, source documents and physical stock information submitted by licensees.
• Undertake field inspections and physical stock verification exercises at petroleum terminals, depots and storage facilities.
• Analyse stock trends and prepare timely reports, dashboards and alerts to support regulatory decisions and stakeholder briefings.
• Maintain complete monitoring records and an up-to-date database of petroleum facilities and stock information.
• Liaise with licensees, ERB departments and relevant Government agencies to resolve data-quality and compliance issues.
• Support the implementation, development, continuous improvement and effective use of the National Petroleum Stock Management System.
• Perform any other duties as may be assigned by the supervisor.
Minimum Qualifications and Skills
• Full Grade 12 with 5 credits or better or equivalent.
• Bachelor’s Degree in Petroleum Engineering, Chemical Engineering, Computer Science, Information Technology, Information Systems, Data Science, Software Engineering, Statistics, Economics or a related field.
• A minimum of three (3) years’ relevant post-qualification experience in in information systems implementation, petroleum stock or supply-chain monitoring, data management, systems integration data analysis or a related field.
• Knowledge of petroleum supply-chain operations, inventory control and electronic stock- management systems is required.
• Relevant professional certification in project management, database management, systems analysis, information security, data management or IT service management is an added advantage.
• Membership of a relevant professional body, where applicable, will be an added advantage. Verification of all qualifications by ZAQA is required.
Required Attributes
• Sound knowledge of petroleum stock monitoring, fuel movements and inventory- control practices.
• Strong data validation, reconciliation, analysis and reporting skills.
• Ability to identify stock anomalies, compliance risks and suspicious transactions.
• Proficiency in electronic monitoring systems, databases and Microsoft Office applications.
• Knowledge of Quality Management Systems and certifications in ISO 9001,
• Strong analytical thinking, accuracy and attention to detail.
• Good field-inspection, investigative and problem-solving skills.
• Excellent written and oral communication, interpersonal and stakeholder-engagement skills.
• Integrity, confidentiality and the ability to work independently and under pressure.
