Background
The Energy Regulation Board (ERB) is a statutory body created by the Energy Regulation Act No. 12 of 2019 to regulate Zambia’s energy sector. ERB seeks a suitably qualified and experienced Zambian national to fill the position of Manager – Fuel Marking and Quality Monitoring
Job Purpose
To manage the Fuel Marking and Monitoring Unit by overseeing the petroleum marking programme, supervising the ERB-contracted fuel marking company, coordinating compliance monitoring across the domestic fuel supply chain, and ensuring effective detection and prevention of fuel adulteration, smuggling and dumping
Main Duties and Responsibilities
The main responsibilities for this role include:
• Plan, coordinate and supervise field compliance monitoring of fuel throughout the petroleum supply chain to determine marker levels and petroleum product quality.
• Provide operational oversight of the ERB-contracted fuel marking company and monitor compliance with contractual obligations, regulatory requirements and approved standard operating procedures.
• Coordinate investigations into adulterated, unmarked, overmarked or non- conforming petroleum products to establish root causes and provide evidence for regulatory decision-making.
• Coordinate periodic validation of quantities of fuel marked to provide a basis for payment for marking services.
• Reconcile quantities of fuel marked with quantities imported to determine the fuel marking compliance rate.
• Coordinate physical stock audits of markers at the central marker stores and designated marking terminals to reconcile marker consumption against volumes of fuel marked.
Conduct and supervise audits of fuel marking operations to determine adherence to approved standard operating procedures.
Develop and maintain a national database of retail, commercial and bulk petroleum storage facilities for fuel marker monitoring.
Coordinate joint illegal fuel-vending enforcement operations with law-enforcement agencies and other stakeholders.
Prepare work plans, budgets, performance reports and management briefs for the Unit, and ensure prudent use of assigned resources.
Supervise, coach and appraise Unit staff to ensure high performance, accountability and continuous professional development.
Liaise with relevant ERB departments, licensees, laboratories and external stakeholders to strengthen fuel marking compliance and regulatory coordination.
Minimum Qualifications and Skills
• Full Grade 12 Certificate with five (5) Credits or better or equivalent.
• Bachelor’s degree in Chemical Engineering, Petroleum Engineering, Chemistry, Applied Science or another relevant technical field.
• A relevant postgraduate qualification or professional certification will be an added advantage.
• A minimum of five (5) years of relevant post-qualification experience in petroleum operations, fuel quality, regulatory compliance, laboratory analysis, inspection or a related field, of which at least two (2) years should be at supervisory level.
• Experience in fuel marking, petroleum product quality monitoring, investigations, audits or enforcement operations will be an added advantage.
• Membership of a relevant professional body, where applicable.
• Verification of all qualifications by ZAQA is required.
Required Attributes
Strong leadership, team-management and performance-management abilities.
Sound knowledge of petroleum product quality, fuel marking and monitoring systems, downstream petroleum operations, regulatory compliance and inspection processes. Strong analytical, investigative, audit and problem-solving skills, with the ability to interpret technical and operational data.
Ability to plan and coordinate nationwide field operations, manage service providers and control operational resources.
Good understanding of applicable energy legislation, licence conditions, technical standards and regulatory procedures.
Excellent report-writing, presentation, oral and written communication skills.
Strong stakeholder engagement and interpersonal skills, including the ability to work effectively with law-enforcement agencies and regulated entities.
High level of integrity, impartiality, accountability, confidentiality and attention to detail.
Proficiency in Microsoft Office and relevant data-management or reporting systems.
Willingness and ability to travel extensively and work outside normal hours when operationally required.
