Background

The Energy Regulation Board (ERB) is a statutory body created by the Energy Regulation Act No. 12 of 2019 to regulate Zambia’s energy sector. Following the approved partial restructuring of the ERB, the National Petroleum Stock Management System (NPSMS) Unit has been established under the Fuel Marking and Product Quality Monitoring Section to manage the implementation of an integrated and automated system for real-time visibility of national fuel stocks and petroleum-product movements. The ERB is therefore looking to hire a qualified and experienced Zambian national to fill the position of Manager – National Petroleum Stock Management System (NPSMS) based at its Head Office in Lusaka.

Job Purpose
To manage the development, implementation and operation of the National Petroleum Stock Management System in order to provide accurate, secure and timely information on national fuel stock positions, local and transit petroleum-product movements, related transactions and compliance activities for effective regulatory oversight and decision-making.

Main Duties and Responsibilities

The main responsibilities for this role include:
• Lead the development, implementation, administration and continuous improvement of the automated and integrated National Petroleum Stock Management System.

• Manage real-time visibility and reporting of national fuel stock positions, receipts, dispatches, local and transit petroleum-product movements and related transactions.

• Monitor petroleum stock levels at terminals and depots to support assessment of national security of supply and timely regulatory decision-making
• Oversee verification, validation and reconciliation of fuel stock data to identify discrepancies, diversion, fraud, unrecorded exports or other non-compliance.
• Develop and maintain reliable datasets, dashboards and management reports for use by ERB and authorised Government ministries, agencies and regulators.

• Establish and enforce data-governance, quality-assurance, access-control, confidentiality, business-continuity and system-security requirements for NPSMS information.
• Coordinate integration of NPSMS with relevant ERB applications and external stakeholder systems, working closely with the ICT Unit and the Systems Applications Officer.
• Manage system requirements, testing, user acceptance, deployment, upgrades, change requests, incident resolution and vendor performance in accordance with approved procedures.
• Supervise Stock Monitoring Officer, allocate work, monitor performance and support staff development within the Unit.
• Liaise with petroleum licensees, terminals, depots, transporters, Government institutions and other stakeholders to ensure timely submission, verification and use of petroleum stock information.
• Prepare operational plans, budgets, performance reports, procedures and risk- mitigation measures for the Unit.
• Perform any other duties as may be assigned by the supervisor.

Minimum Qualifications and Skills
• Full Grade 12 five (5) credits or better or equivalent.
• Bachelor’s Degree in Computer Science, Information Technology, Information Systems, Data Science, Software Engineering, Project Management or a closely related field.
• A relevant Master’s Degree will be an added advantage.
• A minimum of five (5) years’ relevant post-qualification experience in information systems implementation, petroleum stock or supply-chain monitoring, data management, systems integration or a related field, of which at least two (2) years should be at supervisory level. Demonstrated experience in implementing or managing enterprise information systems, databases, dashboards or real-time monitoring platforms.
•Relevant professional certification in project management, database management, systems analysis, information security, data management or IT service management is an added advantage.
• Verification of all qualifications by ZAQA is required.

Required Attributes
• Strong leadership, planning, supervision and performance-management skills.
• Strong knowledge of enterprise systems, databases, data integration, dashboards and real-time monitoring solutions.
• Sound understanding of petroleum stock accounting, downstream petroleum supply chains and regulatory compliance requirements.
• Strong data analysis, validation, reconciliation, reporting and problem-solving capabilities.
• Knowledge of information security, access control, data governance, audit trails and business continuity.
• Knowledge of Quality Management Systems and certifications in ISO 9001,
• Strong project, vendor, contract and change-management skills.Excellent stakeholder-engagement and coordination skills, with the ability to work effectively with licensees,

• Government institutions and technical service providers. Excellent written and oral communication skills, integrity, confidentiality, attention to detail and the ability to work under pressure.
